Wait staff in France earn at-least the minimum-wage salary. They do not depend on tips to provide for their family. It's different from the US so it does affect the amount of attention you get as a customer.
French restaurants can't employ the same amount of servers as restaurants do in the United States. Simply put, they can't afford it. One server can be responsible for all the tables in a restaurant with some 30-40 tables.
Dining out is a way to spend an evening with friends and family over a lovely 2-3 course meal. You won't have a server at your table refilling your water or checking up on you every 5 minutes. They come to the table to take your order, drop off drinks, deliver your food, and give you the check.. Any additional times, it's because you've asked them for something. It's simply a different dining experience and culture.
I'm not saying tips are forbidden because many do give tips. I'm just saying they're not expected. If you want to leave a tip, no tip is too little as the French will definitely appreciate your gesture.
